Technical Note: Translation subtitles on BBC ALBA

This paper considers the possible solution for translation, (NOT access services), subtitles to allow the viewer to switch off the subtitles if desired. 

BBC ALBA content is presently TX’d with “burnt in”, or, “always on”, subtitles.  These are generated using high quality graphics equipment, producing aesthetically pleasing subtitles which adhere to the style and quality guidelines laid down by MG ALBA.  Any change to the present burnt in subtitles would need to adhere to these guidelines. 

The normal access services subtitle services are not capable of meeting the above requirements for the following reasons; (Access services subtitles refer to the viewer selectable subtitles accessed via their individual set top box, or smart tv.)

    1.  Access services are “Default 0ff”, requiring the viewer to switch them on. We are not aware of a solution that would reverse this, without some technical intervention on each receiver. Even if it were, then these changes would then be global i.e. every channel would come on with subtitles.
    2.  Access services subtitles are not capable of producing the quality and style specified.
    3.  As selectable subtitles are already used to provide access services an additional subtitle stream would be required for translation subtitles, this increases complexity for the viewer.

In order to meet the above criteria one solution would be to have two programme streams from playout to distribution, with one stream passing through a subtitle graphics inserter. Distribution would then send both programme streams to the various delivery platforms. The viewer, on selecting BBC ALBA from the EPG, would get the channel with burnt in subtitles and viewers wishing to view the clean channel would use the red button to select the un-subtitled programme stream. This process is common on sports channels to switch between games or change the point of view, to behind the goal for example.

As there are essentially two channels being broadcast there would be increased costs and bandwidth requirements on all broadcast platforms.

Whilst this solution may be possible and give the desired result, the process would have a substantial cost related to it both in multiplex and play out infrastructure costs.
